Arbor Management is seeking a highly experienced, compliance-driven Property Manager for our Providence Hall and Schuyler Court locations in Hudson, NY with a proven track record of successfully operating affordable housing communities under HUD Section 8 regulations. This role requires an individual who understands that program compliance, property condition, financial performance, and resident accountability are equally critical to the success of the site.
This is not an entry-level position. Only candidates with substantial affordable housing experience and formal certifications will be considered.
Arbor Management, is a residential property management company headquartered in Wilmington, Delaware and owned by an experienced owner/developer of multi-family housing, LNWA.
Arbor manages over 70 multi-family properties comprising over 5,800 apartment units for Weiner and our partners. These projects range in size from small properties under 50 units to large complexes of over 200 units.
Primary Responsibilities
The Property Manager will be fully responsible for the overall operational, financial, physical, and regulatory health of the property, including but not limited to:
- Strict oversight of HUD Section 8 compliance, ensuring files, certifications, recertifications, EIV, TRACS, and reporting are completed accurately and on time with zero tolerance for deficiencies.
- Daily monitoring and enforcement of rent collections, delinquencies, payment agreements, and timely bank deposits with accurate documentation and audit-ready record keeping.
- Direct supervision, training, accountability, and performance management of all on-site staff.
- Full management of the leasing and eligibility process, including applicant screening, income verification, student status review, file audits, and renewals in accordance with program regulations.
- Routine and documented unit inspections, common area inspections, and grounds inspections to ensure the property is always inspection-ready (NSPIRE/REAC/State Agency standards).
- Proactive management of resident issues while enforcing lease provisions and house rules consistently and professionally.
- Close coordination with maintenance to ensure work orders, preventive maintenance, and unit turns meet company and inspection standards.
- Vendor and contractor oversight to ensure quality work, proper billing, insurance compliance, and budget control.
- Preparation and submission of all required reports for ownership, state agencies, and HUD in a timely and accurate manner.
- Continuous monitoring of the property’s physical condition, curb appeal, safety standards, and overall site performance.
Minimum Requirements (Non-Negotiable)
- At least 5 years of Property Management experience with direct responsibility for HUD Section 8 properties.
- Demonstrated experience successfully passing state agency, HUD, NSPIRE/REAC, and file audits.
- Required certifications: COS or equivalent affordable housing certifications.
- Extensive knowledge of HUD 4350.3 regulations, EIV, TRACS, and recertification processes.
- Strong leadership experience managing on-site teams and holding staff accountable.
- Proven ability to maintain properties in inspection-ready condition at all times.
- Strong financial management skills including budgeting, vendor oversight, and delinquency control.
- Exceptional organizational skills with extreme attention to detail and accuracy.
- Advanced computer skills including MS Word, Excel, and property management software (Yardi strongly preferred).
- Ability to work independently, prioritize effectively, and manage multiple compliance-sensitive tasks simultaneously.
